PIERRE -- People bringing livestock into South Dakota from states where vesicular stomatitis has been confirmed must now have a health certificate.

State Veterinarian Dustin Oedekoven says the certificate must state the animals have not come from areas under quarantine and are not known to have been exposed to VS. The health certificate must be issued within 72 hours of shipment.

South Dakota's Animal Industry Board put the rule into effect this week after VS was confirmed in a horse in Arizona.

The virus causes blister-like lesions in the mouth and on the tongue, lips, nostrils, hooves and teats. When blisters break, they leave tissue so painful infected animals usually refuse to eat or drink.
