State housing program nearing benchmark

SIOUX FALLS -- A state housing program has placed 1,831 homes around the state since it was started 14 years ago to provide affordable homes to residents age 62 and older.

Program eligibility for the South Dakota Governor's House program, which was started by former Gov. Bill Janklow, was later extended to people of all ages with limited income and people with disabilities.

Through 2009, Pennington County has the most homes at 163. Brown County was next with 115, according to South Dakota Housing Development Authority, the group that administers the program.

Houses are priced around $33,000 and each home is about 1,000 square feet with two bedrooms, program director Paul Kostboth said.

All money made from each sale goes back into the program, he said.

Inmates at Springfield's Mike Durfee State Prison build each house on the prison campus. The homes then are trucked to buyers across the state.

Homebuyers must provide a site, the foundation and utility hookups.

About 80 inmates are employed by the program, said Michael Winder, spokesman for the Department of Corrections.

A sister program, the Governor's Daycare Facility, has provided day-care buildings in almost 60 communities. Springfield inmates also construct the day-care centers, which are transported to the communities that need them.
