Dakota Rural Action has been promoting a bill in the South Dakota Legislature to give landowners more standing in cases where eminent domain is used to secure private land for pipelines and rail lines. A motion to approve the bill recently failed in the state House of Representatives a 30-39 vote. The House deadlocked 35-35 on a motion to reconsider.
