Proposed federal government funding, not included in the economic recovery package, includes continued funding for the Missouri River pipeline project in the West River area.
At $23 million, the Mni Wiconi construction is the largest of area projects.
The Rapid City-based Chiesman Foundation for Democracy would receive $714,000 to establish a Center for Fetal Alcohol Spectrum Disorders over the next three years.
Foundation Director John Usera said the grant would help provide training and classes statewide for parents and educators who work with children affected by fetal alcohol disorders. He said Sen. Tim Johnson's staff and educators who saw a need for the program approached the Chiesman Foundation.
Usera, a former dean of the college of education at Black Hills State University, said the project meshes with the Chiesman Foundation's purpose. "We are about helping develop healthy citizens and getting youth to be more active in their own role in decision making," he said, and that includes youth who deal with fetal alcohol issues.
Johnson said in a release that the funding is part of the omnibus spending bill that will fund the federal government this fiscal year. The Senate is expected to vote on the package in the next two weeks.

- $167,000 to replace the Oglala Sioux Tribe ambulance building
