RAPID CITY - The second of two people charged with scamming three South Dakota banks out of $34,500 through a debit card scheme has pleaded guilty.

Leo Ramsey, 39, of Las Vegas and Aigner Angel, 24, of Columbus, Ohio, were charged in U.S. District Court in Rapid City with three counts of bank fraud. He was also indicted on two gun violation charges.

According to the indictment, in November 2006 they gave a prepaid debit card to the banks and asked for cash advances. When the card was rejected because of a lack of money on the account, Angel supposedly called a number on the card with the intent of getting authorization.

In reality, she called Ramsey, who provided a false authorization and told the bank employees how to override the system, obtain the authorization and receive the cash advances.

Angel and Ramsey used the scheme to get $24,500 from Black Hills Federal Credit Union in Rapid City, $5,000 from US Bank in Rapid City and $5,000 from First Dakota National Bank in Sioux Falls, according to the indictment.

Angel pleaded guilty to the first charge and was sentenced to seven months in prison, four years of supervised release and must pay $27,500 in restitution.

Ramsey was also charged with being an unlawful user of a controlled substance in possession of a firearm and a person convicted of domestic violence in possession of a firearm.

He pleaded guilty to bank fraud and possession of a firearm by a person previously convicted of a crime of domestic violence and could receive up to 30 years in prison when he is sentenced March 3.
