Speakers to address tribal gambling issues

Phil Hogen, chairman of the National Indian Gaming Commission, will speak Friday at a tribal gambling summit in Rapid City during the annual Lakota Nation Invitational tournament.

The summit will begin at 9 a.m. both Friday and Saturday in room Rushmore G of the Rushmore Plaza Civic Center. (Rushmore G is at the top of the escalator).

Hogen, a member of the Oglala Sioux Tribe and former U.S. Attorney for South Dakota, will speak at 2:45 p.m. Friday and participate in a roundtable at 4 p.m.

Hogen also served as associate solicitor for the Division of Indian Affairs, Office of the Solicitor, U.S. Department of Interior, where he oversaw legal matters pertaining to the Bureau of Indian Affairs and Department of the Interior's fulfillment of its government-to-government relationship with Native American tribes and its trust responsibilities to Native Americans and tribes.

Another 4 p.m. roundtable will end Saturday's summit session, according to Wilson "Buzz" Two Lance, executive director of the Oglala Sioux Tribe Gaming Commission.

Also appearing at the summit will be Ernie Stevens Jr., president of the National Indian Gaming Association.

The agenda is not final, but other highlights include:

* A presentation at 9:30 a.m. Friday by Kurt Luger of the Great Plains Indian Gaming Association.

* A presentation at 1:30 p.m. Friday by Danielle Her Many Horses and Mark Van Norman of the National Indian Gaming Association.
