A Jasper, Minn., man has been arrested and accused of going to Sioux Falls to have sex with a young girl he believed he had been chatting with on the Internet.
It turned out to be a Sioux Falls police detective posing online as a 12-year-old girl named "UC."
An affidavit for an FBI arrest warrant alleges that Ryan Lee Balster, 22, contacted UC via the Internet on Wednesday and sent a live Web cam image of himself masturbating. The document indicates that Balster asked UC if she wanted to engage in sex play and arranged to meet her in a Sioux Falls park.
Balster allegedly said he would be driving a tan car with a busted headlight.
He was arrested by police when arriving at the park on May 1 in just such a vehicle.
Balster has been charged in U.S. District Court with crossing a state line to engage in illicit sexual conduct. The federal crime carries a maximum penalty of 30 years in prison and a $250,000 fine.
Michelle Behan, an FBI special agent, said in the affidavit that Balster admitted to chatting online with an unknown female who said she was 12. He also admitted during police questioning that he drove to Sioux Falls to have sex with the girl, Behan added.
Balster made his first court appearance Friday and is in the U.S. Marshals Service's custody.
