ABERDEEN - Prosecutors in Aberdeen are considering criminal charges against the owners of 20 dirty and malnourished dogs seized from southwest Brown County on Friday.
The animals were taken to Humane Society shelters in Aberdeen, Huron and Sioux Falls.
