CITY COUNCIL MEETING PROCEEDINGS
FEBRUARY 5, 2018
The Mayor and City Council of the City of Chadron, Nebraska met in regular session in the City Hall Council Chambers at 234 Main Street on the 5th day of February, 2018, at 6:00 o’clock P.M. The following individuals were present: John Coates, Mark Werner, George Klein and Keith Crofutt. Councilmembers absent: Miles Bannan. Others present: City Manager Greg Yanker, City Clerk Donna Rust, City Attorney Adam Edmund, Public Works Director Milo Rust, Chief of Police Tim Lordino, Finance Officer Jeanette Puzzo and Zoning/Building Official Janet Johnson. Others absent: None.
Mayor Coates called the meeting to order and declared a quorum present. The Mayor also read the following before continuing with the meeting: “As required by Section 84-1412, subsection 8 of the Nebraska Statutes, notice is hereby given that a copy of the Open Meetings Act is posted for your examination on the wall inside the door to these City Council Chambers.”
Motion was made and seconded approve the agenda as written. The following Councilmembers voted Aye: Klein, Crofutt, Coates, Werner. The following voted Nay: None. Motion carried.
The following items of business were conducted.
Motion was made and seconded to approve the Consent Agenda, which included the following items:
Minutes for City Council Meeting No. 2018-02, January 22, 2018
The Minutes were approved as written and distributed.
The Council received a flyer regarding the 2nd Annual Love Your Neighbor Food Drive sponsored by United Way.
3) Minutes for Boards and Commissions
The Minutes for the Problem Resolution Team meeting held November 21, 2017, as approved by the PRT on January 24, 2018, were distributed.
4) Summary Analysis Report for the Chadron Area Aquatics and Wellness Center
A summary analysis for the Chadron Area Aquatics and Wellness Center as of September 30, 2017, and a summary analysis for the months of October, November and December 2017, were received by the Council.
The following Councilmembers voted Aye: Klein, Crofutt, Coates, Werner. The following voted Nay: None. Motion carried.
Mayor Coates proclaimed February 4-10, 2018, as Future Business Leaders of America Week. FBLA sponsor, Renae Noble, and several Chadron High School FBLA members were in attendance to support the proclamation.
Brooke Smith, Executive Director, Chadron Area Chamber of Commerce, gave her monthly report and a power point presentation updating the Council on Chamber activities.
Pat O’Brien and Brandon Martens, members of the Chadron Volunteer Fire Department, were in attendance to comment regarding Resolution No. 2018-21.
The Council considered Resolution No. 2018-21, which Resolution acknowledges the receipt of a listing of volunteers of the Chadron Volunteer Fire Department that have qualified as active members and are eligible to apply for the $250.00 income tax credit for the 2017 calendar year and designated Patrick O’Brien as the certification administrator for the CVFD. A certified list of said volunteers will be filed with the Nebraska Department of Revenue. The following Councilmembers voted Aye: Klein, Crofutt, Coates, Werner. The following voted Nay: None. Absent: Bannan. Resolution No. 2018-21 was passed and adopted.
The Council considered Resolution No. 2018-22, which Resolution authorizes the Grant Application for Public Transportation Assistance and to execute a certain agreement providing for partial funding of the Chadron Public Transportation System for the fiscal year July 2018-June 2019. The following Councilmembers voted Aye: Klein, Crofutt, Coates, Werner. The following voted Nay: None. Absent: Bannan. Resolution No. 2018-22 was passed and adopted.
Public Works Director Milo Rust explained the Agreement with the Nebraska Department of Transportation for maintenance of Highway US-20 and Highway US-385.
The Council considered Resolution No. 2018-23, which Resolution authorizes and directs the Mayor and City Clerk to execute the Agreement Renewal for Maintenance Agreement No. 7 between the Nebraska Department of Transportation and the City of Chadron. The following Councilmembers voted Aye: Klein, Crofutt, Coates, Werner. The following voted Nay: None. Absent: Bannan. Resolution No. 2018-23 was passed and adopted.
The Council considered Ordinance No. 1401 on its first reading: AN ORDINANCE to amend Ordinance No. 1398 to establish daily admittance and annual drown proofing fees for the Pine Ridge Job Corps for the use of the Chadron Area Aquatics and Wellness Center for the 2017-2018 Fiscal Year. Zoning/Building Official Janet Johnson spoke regarding the proposed amended ordinance. The second reading of Ordinance No. 1401 will be on February 19, 2018.
Motion was made and seconded to approve the claim for Chadron Centennial, Inc., in the amount of $5,000.00, for the 2018 State Fly-In. The following Councilmembers voted Aye: Klein, Crofutt, Coates, Werner. The following voted Nay: None. Motion carried.

City Manager Yanker suggested that a meeting/workshop be scheduled for 6:00 p.m. on February 22, 2018. He also reported on the Midwinter Conference which he recently attended.
The Council considered Resolution No. 2018-24, which Resolution excused the absence of Councilmember Bannan. The following Councilmembers voted Aye: Klein, Crofutt, Coates, Werner. The following voted Nay: None. Resolution No. 2018-24 was passed and adopted.
