Oct 8, 9,12,13,14,15,16,19,20,21, 22 L37308 REQUEST FOR PROPOSALS Oglala Sioux (Lakota) Housing ("OSLH") is requesting proposals from qualified individuals/companies for Grant Writing/Consulting services and reporting relating to OSLH projects: 1.Writing, developing, submitting grants, Housing one-year plan and annual performance report, grant reports; a minimum of 216 full days (9 days per month) over two years (01/01/2022 to 01/01/2024) for a contract period of 24 months, to develop an OSLH case statement, to secure funding and ensure proper reporting within the required deadlines for projects approved by the administration of OSLH located in Pine Ridge, SD. Contract will start January 01, 2022 and run through Jan. 01, 2024. The grant writing services to be performed is subject to section 7(b) of the Indian Self Determination and Education Assistance Act (25 U.S.C. 450e(b)) and section 3 of the Housing and Urban Development Act of 1968. Section 7(b) requires that, to the greatest extent feasible, (1) preference and opportunities for training and employment shall be given to Indians, and (2) preferences in the award of contracts and subcontracts shall be given to Indian organizations and Indian owned Economic Enterprises. All entities submitting proposals and claiming Indian preference must include OSLH Application and documentation satisfactory to TERO requirements to show that they are 51% Indian-owned and controlled. Section 3 requires that, to the greatest extent feasible, opportunities for training and employment be given to lower income residents of the project area and contracts for work in connection with the project be awarded to business concerns that are located in, or are owned in substantial part by, persons residing in, the areas of the project. All proposals, contracts and subcontracts also are subject to these provisions and language requiring such compliance will be included in all such contracts and subcontracts. In addition to the 7(b) and section 3 compliance requirements, the successful proposal must comply and ensure subcontractor compliance with the Copeland Act requirements (29 C.F.R.Part3); 24 C.F.R. part 85 Certifications, including but not limited to mandatory standards and policies relating to energy efficiency contained in the state energy conservation plan issued in compliance with the Energy Policy and Conservation Act (Pub. L 94-163), and HUD requirements related to reporting, patent rights, and/or copyrights and other rights to data; HUD procurement regulations; the Oglala Sioux Tribal Employment Rights Ordinance; the OSLH Procurement policy; and all other applicable laws, rules, and regulations. The selection of qualified grant writing services will be based on the following evaluation criteria with the following established point rating for each category; 1.25 Points: Past successful performance and experience providing services to Oglala Sioux (Lakota) Housing or other Tribally Designated Housing Entity. 220 Points: Credentials/Qualifications in providing Grant writing services and reporting for Tribally Designated Housing Entities. Proposal should provide information related to any certifications. 320 Points: Timeliness in the completion of each individual grant. 415 Points: Indian Preference. Points shall be given for 51% Indian ownership and control, and evidence that a proposing firm has a plan that shows it is committed to the hiring of, and does hire, persons enrolled in federally recognized tribes, descendants of members of federally recognized tribes, or persons who are located/living in low income communities. 5.20 Points: Cost, based on Daily rate or Individual grant rate and/or percent of total.
