Barnett’s exemplary performance as mayor during the disastrous 1972 flood, and his life-long accomplishments earned him the award.
Barnett is the first to receive the award from the Black Hills Area Council. He earned his Eagle Scout Award in March of 1960 as a member of Troop 4, chartered to Trinity Lutheran Church in Rapid City.
