PIERRE | A plan to build a cemetery for veterans of the armed forces in Sioux Falls received final approval Wednesday from the Legislature.

The Senate voted 34-0 for it. SB 91 now goes to Gov. Dennis Daugaard for review.

Sen. Jim Stalzer, R-Sioux Falls, said the House of Representatives found a small correction was necessary and made the change. He is prime sponsor.

Funding changes approved 

Senators voted 25-9 to approve funding changes for Building South Dakota, an economic development fund established by the Legislature in 2013.

Sen. Larry Tidemann, R-Brookings, said the three remaining programs could be realigned next year if needed.

Funding would be $4.9 million in 2019. It had received a lump sum of $30 million in 2014 that the governor wanted to last three years. Some of the money remains.

License for wine manufacturers

Senators decided 32-2 to create a state license for wine manufacturers. They would be limited to importing up to 50 percent of bulk wine from outside South Dakota.

Sen. Alan Solano, R-Rapid City, distributed a letter from farm wineries and wine manufacturers that agreed to work together in the months ahead. The legislation would otherwise repeal itself June 30, 2019.

Rural roads measure advances 

The House of Representatives decided Wednesday to give final legislative approval to a measure affecting many rural roads. HB 1140 prohibits counties and townships from vacating highways that provide access to public waters not less than 40 acres.

Rep. Herman Otten, R-Lennox, said the Senate added the word “public” to the measure. He is prime sponsor. House members voted 52-14.

Public comment 

The House voted 56-11 to accept the Senate version of HB 1172 that requires local governments to offer public comment periods at official meetings.

Rep. Liz May, R-Kyle, was prime sponsor. Rep. Tona Rozum, R-Mitchell, said she was an opponent because it would affect every meeting, including those where only reports are made.
